Approved Minutes of the Extraordinary Meeting of Blackawton Parish Council held on Wednesday 2 August 2023 at 2:30 p.m. in Blackawton Village Hall

Present: Cllrs Rake (Chair), Hadow, and Thomas were present, as was A Thom (Clerk).

  1. Declarations of Interest

None declared.

  1. Cover during the Clerk’s Annual Leave

It was resolved to appoint Cllr Thomas to the role of Clerk, unpaid, during the Clerk’s annual leave 7 – 25 August 2023 to ensure that an urgent decision, in particular to approve a burial, can be made.

Cllr Rake (Chair) or Cllr Ougton (Vice-Chair) will be contactable during the Clerk’s leave for urgent enquiries.

  1. Request for Legal Advice regarding Legal Responsibility for the Maintenance of the closed St Michael’s churchyard

It was resolved that the Clerk will send the request for advice.

    1. Review of New Applications

The following applications were noted for information. No comment will be made by BPC.

  • 2204/23/PDM Land At Sx 801 505 Blackawton. Application to determine if prior approval is required for a proposed change of use of agricultural buildings/barns to 1No dwellinghouse (class C3) & for associated development (Class Q (a+b))

  • 2373/23/ARC Balsam Farm Vicarage Road Blackawton TQ9 7AY. Application for approval of details reserved by conditions 5 (Window Frames including Roof Lights), 6 (Site Levels & Site Boundary Treatments) & 14 (Solar Panels) of planning consent 3855/22/FUL.

It was resolved to authorise the following payment:

  • DALC, Being a Good Councillor Zoom training #2, £18.00

  1. Yew Tree in the Churchyard

The Tree Warden’s feedback on the health of the tree was noted. It was agreed that Cllrs will visit the site before deciding what action to take.
